Rising Costs, Budget Cuts Yielded $37 Million Loss to Higher Ed - Recently, Oklahoma House of Representatives members learned that the higher education system suffered an effective net loss of more than $37 million this year because of increase in mandatory costs and a decrease in state appropriations.

Students and Parents Overestimate College Costs - Students and parents generally overestimate college tuition costs, according to a new report by the National Center for Education Statistics.

UNC to Pay Costs of Low-Income Students ( The Washington Post ) - "Children from low-income families will be able to attend the University of North Carolina at Chapel Hill without incurring debt in a groundbreaking program to reduce the burden of rising tuition costs, the university announced yesterday," reports The Washington Post .

Common Manual Update - The August 2003 version of the Integrated Common Manual (ICM) is now available. Additionally, the Common Manual Governing Board recently approved changes that modified policies contained in the July 2003 version of the Common Manual. These changes are identified in OGSLP's Common Manual Update (CM-77).

Special Allowance Rates - The U.S. Department of Education (ED) has released the special allowance rates for the quarter ending September 30, 2003.

Post 120-Day Late, Loan Disbursements - Late Disbursement provisions were extended from 90 days to 120 days as a result of the November 1, 2002 Final Regulations.
